Current status of circular economy promotion in Taiwan

Challenges encountered by domestic industries are scarcity of resources, relying on import, strict environmental regulations, limited land resources, increasing environmental awareness, and international competition. By proposing the “5+2” industrial innovation policy, the government expects to introduce green recycling technology through circular economy model, and cooperate with New Southbound Policy, Forward-Looking Infrastructure and Industrial Innovation and Transformation Fund to create opportunities for the development of new materials industry, and lead the industry gradually toward substantial development.
1. Promoting policy consistent with the spirit of circular economy
On December 8, 2016, the Executive Yuan adopted the “New Agriculture Innovation Promotion Project”. Under the philosophy of circular economy (biological cycle), it’s main focus is the “biogas generation”, and expecting to solve issues related to agriculture activities with overall solutions, including other anti-epidemic strategies. The goals are to increase added value of domestic pork, effective use of animal husbandry excrement, facilitate modernization of pig industry, and increase farmers’ income by transforming waste to renewable resources, reduce the odor of pig farms, reduce greenhouse gas emission, and develop biomass and related industries to achieve win-win situation, and step towards the era of circular economy.
2. Key resource technology of green innovation and energy resource integration promotion
Till the end of 2017, the Industrial Development Bureau, Ministry of Economic Affairs, has successively completed the integration of energy resources in 24 industrial parks since 2009, with chain capacity of 4.29 million metric tons per year, and 162 boilers were reduced. By conversion after calculation, the steam chain reduce CO2 emission by 959,000 metric tons/year, approximately, and facilitate investment amount of about 2.78 billion NTD. In terms of resource recycling, the development of domestic resource regeneration industry is with high-tech demands, high market risks and high industry relevance. Since 2001, the government authorized the Ministry of Economic Affairs to handle the industrial waste recycling according to “Trash Clearance Act”; the Industrial Development Bureau, Ministry of Economic Affairs, also considers resource regeneration as a complete industry needs to be promoted, guided and assisted proactively for its growth and development. Consequently, the number of manufacturers invested in resources are increasing year by year.
3. Domestic industrial parks gradually transform to circular industrial parks
The Industrial Development Bureau has been started to integrate energy resource in industrial park since 2009, and have significant achievements in biological or circular industrial parks. Examples of industry with the idea of circular economy are: ChinaSteel promotes the energy resource chain of waste acid, slim, waste oil, coal ash, slag, dust ash, steam and industrial gas at the Waterfront Industrial Area; Formosa Plastic Group integrates raw material, by-products, water, electricity, heat, CO2 and waste at Yunlin Offshore Industrial Park to comply with environment regulations and increase industrial competitiveness.
4. Development and mass production of innovative materials
Metal industry and petrochemical industry are two leading material industries in Taiwan’s manufacturing, with a total output value of NTD 5.63 trillion in 2017. Their industrial relevance accounts for the 1st and 2nd places in the country. However, there is no growth momentum in recent years. Most of the systematic high level materials are imported and rarely produced independently. Taiwan’s economic performance is highly relied on semiconductor and optoelectronic industries, however, many of their key technologies with regard to performance and energy saving, including processing equipment and high level materials, have to be imported from other countries.
